macOS blocked Step from opening
Approve Step in System Settings → Privacy & Security.

Steps
Try to open Step once
macOS shows a Cancel/Move to Trash dialog. Click Cancel.
Open System Settings → Privacy & Security
Scroll to the bottom. macOS shows "Step Browser was blocked."
Click Open anyway
macOS asks to confirm with your password or Touch ID.
Relaunch Step
Step opens normally from now on.
